for a hall to refuse giving you a food tasting, even after you've already booked with them?

I know of a few halls that said they don't give tastings, but IMO, that is poor business. Did they say there would be a tasting and now they are refusing? I would definitely argue this!

I don't know about 'refusing' but our hall does not offer a Food Tasting. They advised us to eat at their in-house restaurant, where app's and desserts would be complimentary.
We're not bothering w/the food tasting only b/c we know their reputation and their chefs.

We wouldn't have booked without a food tasting... but some places just don't do them. Some have restaurants you can eat in, but you have to pay for it.
