I've heard of it.... it's usually a way to keep you from cutting costs by bringing in your own stuff, since they make money when you get it from them!
It's really common to find corkage fees for wine, if you bring your own bottle. They dont want it to be too easy to go to the supermarket and buy wine so they add a cost even though you could 'uncork' it yourself easily.
I'm not 100% sure why they would charge you to bring in your own cake when their cake was included and you arent having them make it. A lot of places will let you bring your own cake instead of using theirs, but they wont give you any credit for it. It is common for them to waive the cutting fee.
I'd try to negotiate with them and say, I'd prefer to bring my own cake, but if you're going to charge me I'll just use your cake which will end up costing you more time/effort....
I had my e-party at a restaurant and cake was included. They let us bring another cake too w/out any weird fees. They were really accommodating

Re: Is this normal?
It's completely unfair but it is typical. Once again the will charge you for anything and everything.
