Hmmmm? I guess the nine year old could go either way, but I think I would make her a junior bridesmaid.
IMHO, I would make the 9 year old a FG and the 12 year old a Junior Bridesmaid. I too wanted young attendants but didn't get my wish as I wasn't close with any in my extended family plus many could not attend as they live around the world in Hong Kong. Thus, my MIL suggested her closest cousins's daughter and another close cousin's son to be our young attendants. They were so tall as 5' for 12 year olds that I had no choice but to change their titles and roles from RB and FG to junior attendants. However, in the end everything worked out fine and they were so adorable walking down the aisle and very responsible too! They distributed our wedding ceremony programs to all our guests in my baskets provided (didn't need to walk down the aisle with them) but did a wonderful job. My JB was my princess and she was honored to be in our wedding party.
