Justice of the Peace

Does anyone know of a Justic of the Peace or any non-religious officiant to perform a wedding ceremony?

I THINK THAT YOU CAN GO TO TOWN HALL AND THEY HAVE A LIST THER THAT YOU CAN CONTACT PEOPLE.....

Does he do a religious ceremony or civil? Does he make you take marriage classes or counseling before he will marry you?
