I don't think so - I was that age when my sister got married and although I was the maid of honor in church, my mother signed the marriage license on my behalf.

I think the legal age is 18.
He can be your honor attendent but your mom or someone older has to sign the license

The legal age for the signing of any legal documents is 18 in New York.
