I don't understand... is your wedding July 4th this year or July 4, 2010?
If it's 2010, you don't have to plan your makeup now. Your skin may change, your face may change, your idea of what you like in terms of make-up could be completely different in a year than it is now. It sounds like you need to take a step back, a deep breath, and take some time to think about what you want. Maybe wait until this July so you can see how tan you normally are in the summertime in order to start your trials. Or wait until next year when you're closer to the person you'll be when it's closer to your wedding.
I know there is a lot to stress about in wedding planning, but you have so much time, everything will work out. There may be someone even more amazing and wonderful who will be able to do your makeup a million times better between now and then. Things have a way of working out better than you could even have imagined!
Unfortunately she should book her makeup and hair vendors to get it out of the way and also she can go on different trials without stressing she may not find anyone because they are all booked up. I had trouble booking a hair vendor and i wanted until last month and am getting married in October. Most vendors i checked into were already booked. So it's great she is planning ahead.
