I didn't make mine but my mother did and she should a pattern as her guide. She bought the patterns I think at the J craft store. Can't remember the name. I don't have digital photos of what it looked like...but it was a simple two tier veil with crystals lining the bottom.
I know it wasn't great help, but it is definitly something that can be done. Good luck with it.

Re: makeing a veil
My mom was going to make mine. We stoped by Barron's in Tri-County and they actually made mine for cheaper than my mom could!!
I pick it up tomorrow but it is definately worth looking into, plus they are fabulous to work with!

Re: makeing a veil
The place i got my veil from was pretty cheap. I only paid $9.99 for it (plus shipping). NOt sure what type of veil you are looking for though or if you can make it cheaper........ Worth a try. Tru Pink Designs

Re: makeing a veil
I got a single layer veil at AC Moore (with coupon $5.00) and bought crystals for the edge to be sewn.
In the end, I took off the crystals because it was taking away from my dress and the veil was perfect on it's own.
