Making my own seals for invites>Need suggestions

I want to do a seal that looks something like this. I will have the seal part underneath (this is what I need help with), the petal paper, then the guests names on the vellum at the top.
The ribbon will not be attached the way you see it in the pic. The ribbon will be the first thing people have to untie. Then they will see the seal.

Where can I find a re-sealable seal so that when the guest opens the envelopment for the first time, it won't rip the paper underneath it.

why don't you use double sided tape.. that should do the trick.. that's what I used.. =)
