marriage licence -- can SSN substitute birth certificate?

I was very sure about it until today I met my officiant who told me that I need passport/driver license and either birth certificate or SSN. I remember someone on board mentioned that SSN can not take in place of birth certificate... maybe the policy varies from town to town...

This question matters to me coz I am a foreigner so my birth certificate is not even in English and it takes time to translate and certify(hmm, I need to get it notarized in my hometown first, then translate it, then send it to some translator approved by the town hall here to get the translation legal...) . If SSN can work around, then I do not even need to bother...

Thanks!

From the NY Dept of Health website (link ):

A person is required to establish proof of age and identity by submitting to the issuing clerk one of the following age related documents:

Birth Certificate
Baptismal record
Naturalization record
Census record

And one of the following identity related documents:

Driver's license
Passport
Employment picture ID
Immigration record

Good luck!

This is what i went by as well. Do you have any of the other forms. I know that SSN will not substitute for Birth certificate, i had to call and ask because i was having trouble finding my B.C.

You can order a new one. I think it may take a few weeks, but they may have a rush option for it.
