you get them at your town hall!
we went to the town of hempstead b/c i live in north merrick!)i forget what street ist is on but we went on a friday morning and itliterally took us fifteen minutes tops - we patrked right outside at a meter and still had time left when we came out!! if you want more specifics, fm me!!
