I'm going to Smithtown town hall tomorrow, and I called today to ask, and they told us if I go to Smithtown, their the only ones that require a social security card, otherwise you would need drivers license and birth certificate, at any other one. But you can call the town hall you are considering to go to. I've read before I think in the city, you just need a drivers license. HTH

I just went to Queens Blvd last week and all I needed was a driver's license. If you go there, be prepared. Either go really early or later in the day around 2:00.
The line can get really long. it was actually a funny experience watching people getting married there. It passed the time.

Re: marriage license question
You don't need a blood test; we went last week to Massapequa. Just needed birth certs, licenses, $40 check and divorce papers from previous marriage.

Re: marriage license question
Don't need a blood test any more
Just also wanted to add that if you get your license in any of the 5 boroughs of NYC, you ONLY need picture ID (license or passport, for example) and a $35 MONEY ORDER - no cash, no checks.
