Are you planning to lay the menu on top of the place setting or in the napkin? In that case you would need one for everyone.

If you are planning to make signs to stand up on the table, I would do a few for each table.

We did enough so that every other person would get one, but they were between place settings, so people shared.

we did one per person
except the kiddies...some didn't print well and i have 158 with 162 guests....so the kids (about 6) will have to share with mom and dad.
