i bought them on save-on-craft.com
the paper is regular 8 1/2 x 11 vellium

Good job! I am planning on doing those also. Did you just use a square sheet of paper, or did it have to have a curve to it? Where did you find the tall votives?

FYI-For anyone looking for tall votives for table #'s-I bought mine from Michaels for $1.99. But I recently saw them in The Dollar Tree for $1.00!! Not too much of a big deal but I'm just a little annoyed I didn't look around.
