My desktop has been hijacked! HELP!@

My desktop has been hijacked. My wallpaper is underneath but this has transposed itself ontop of it so you can't see my wallpaper. All programs can run except for any virus protection or removal software. They will only run in safe mode but won't get rid of the problem.

Does anyone know how to fix this?

Can you get on the Internet? I'm assuming you can since you were able to post this msg. Maybe if you download Spyware or Adaware and run those, it'll fix it. Good luck! How frustrating!
