NEED FAVOR HELP!!!!!

OK, FH and i are sitting down now to do the favors....
we have ice cream scoops

OK.....
we are using tulle circles and filling them with heart confetti and pink sprinkles. we have to tie the tulle circle first, then drop it in the scoop...you following??
so we tie the circle, THEN tie it again to the scoop??

just not sure if we should just tie the circle and then tie it to the scoop....
hope you understand!
please help!!

maybe tie the circle with a little string, then get personalized ribbons and tie the two together with a bow....

I would just use one long ribbon for the whole shebang.

YES - we just did some 'trial and error' and are using on big ribbon!
we tied it first and then have a few inches on the side to tie to the actual scoop....then a bow!
