We went to Aruba for our honeymoon in May, the restaurant your talking about is right next to the lighthouse which is on the cliff, it's an italian restaurant which I can't for the life of me remember the name of but it is amazing. The food was delicious and the view was amazing. All you have to do is ask the hotel or cab drivers and they will know right away, just say the italian restaurant next to the lighthouse.
I have done more research and found the following:
La Trattoria 'El Faro Blanco'
Charming and authentically Italian, this restaurant, built in 1914, was originally the local lighthouse keeper's home. It's now managed by the same people who maintain the nearby golf course. The staff is mostly European, and the head chef studied in Italy. Views sweep out over the sea, the island's northern coastline, and the island's largest golf course. The menu covers a full range of Italian cuisine, with a heavy dose of aromatic Neapolitan specialties. The best examples include heaping platters of fish and vegetable antipasti; linguine with shrimp, octopus, scallops, clams, and tomatoes (wins our vote for the island's best pasta); red snapper cooked in a potato crust with olive oil and rosemary; and veal shank (osso buco) served with Parmesan-laced risotto Milanese. The desserts are excellent; we recommend tiramisu or pears poached in red wine served with ice cream. The bar is a favorite stop for golfers.
