Maybe you'll find them at paperdirect.com or paperpresentation.com?

What if you bought plain cardstock and designed a border in MS Word?

I included a sample of my favors here:

We paid $8 for the card stock in Michaels and used a paper cutter to get them exact.

HTH!

I don't know if you are close to the city or not, but I just found this AMAZING store called paper presentation, on 18th and 6th ave. It was an awsome store, with anything you could need for DIY invitatons, and so reasonably priced -the do have a website, although I haven't checked itout: http://paperpresentation.com/

hope it helps
