How do you address an envelope to Washington DC.... is it 222 Main street Washington D.C. 20016
It just looks weird with no state I guess.... but is that right?

Yes, it is correct.
The only thing it may be missing which you should double-check with the individual is to make sure it doesn't have either a NW, SW, SE etc. after the street name.

There's a comma after Washington.

Tarae is right, it seems street name of a D.C. address is very often followed by NW.SW,NE,& SE
