Need Party location (pay for own plate)

anyone know a place (restaurant, jillians type place or whatever) where i can rent the room, then the guests pay for their own meals?
also-- since it won't be a 'party' party, more of getting people together in one place for someones b-day, is it wrong to make them pay for their own meals?

Matt's aunt did that at 56 Fighter Group for his parents anniversary and it worked out fine. THe restaurant made everyone pay her ahead of time and then she paid the final bill.
