NWR: How does Paypal work?

Stupid Question Alert

Can someone explain how Paypal works. I know I pay system and it pays the person, but what if they don't send me the items, do I get the money back?

Thanks!

Yes, it is great to use paypal. They will refund you if you have an issue with the seller.
