NWR - I bought a photo scanner-PLEASE HELP

Im bought a scanner and I am trying to scan some of my prof. pics but they are not coming out clear like the photos? They look a little gramiy and they almost look like there are little peices of dust on the photos but ther's not?
Any suggestions?
