Ok, if I'm ordering my flowergirl dress online and...
it says measure the chest and waist, I get that much, but what do I measure for the floor length???? I measured her height, and she is 43 inches tall, but that would put her in a size ten, but her chest and waist are a size TWO! I'm just afraid that if I order her the two, then it's going to be ridiculously short on her. Is the floor length from the waist, and not her height?

I measured from thier waist. I'm not sure if that is what I was supposed to do, but it worked

I would measure form the waist and allow a little extra length. It can always be hemmed if possible. If it can't be hemmed then go by the waist. Or contact the company you are ordering from and ask them.

Yes, it is better to start big and go small. Otherwise if it is too small, you have nothing to let out (or down if it is a hem).

It usually is a hollow to hem measurement.. From the notch of your collar bone directly below the chin the floor.
