Ok...I believe this is dumb question #3

What does 'blocking hotel rooms' mean? I know that it has to do with the OOT guests, but am I paying a cetain amount to hold rooms? Do I have to know who is definitely staying at the hotel? Help please!

No usually you do not have to put down any money to block rooms. A hotel you choose blocks rooms for your OOT guests and they hold the rooms up to about a month from your wedding day and then after that whatever was not booked they put back for anyone to book and at a regular rate.

you request and/or make a contract with a hotel to 'block' off a cetain # of rooms for OOT guests so they have a special rate and everyone is at one place. you can also arrange guest transportation/shuttle to and from the OOT guest hotel to your reception if you want.

the block is to ensure there are enough rooms for everybody

ETA: like the poster above me said, you normally should not have to pay anything. unbooked rooms are released to public.

Often times, blocked rooms are also kept together. Like, for example, if you needed 20 rooms, they would try and find 20 on the same floor, or in the same general area, though this often is determined by availability, amount of time before the wedding, size of the hotel, number of rooms needed, etc. You should be sure, though, to let them know if you would prefer some adjoining rooms, so they can hold those for you if they have them.

At the hotel at Eastwinds there are only 50 or so rooms... so we DID have to put down $$ to hold a block of rooms... we did get the $$ back as each guest reserved their room though.
