Tell them you heard their work is great but can only pay $40. You'd love to work with them if they are able to work within this budget.
What do you have to lose? Also - you will be putting some pressure on wedding vendors to lower their prices. Every time we immediately agree to their prices - we encourage them to raise them for the next person.
I've negotiated EVERY single wedding item )except invites but I'm getting a 35% discount which is much better than every other price I got)
