if you're really not ready to buy but are just 'browsing' then tell the REA that asap. that way they know they are not wasting their time (hey, we all gotta eat right?)...but if they're really persistent then just put down a fake phone # or better yet dont list one at all. what are they gonna do, kick you out?
and to answer your question...yes, anyone can go to an open house. alot of times, open house guests are usually nosy neighbors from the block who 'always wondered what the inside of this house looked like'...i get that alot!
happy shopping!

Re: open house...
ONY IF YOU WANT TO GET TECHNICAL, AND DON'T WANT TO GET BUGGED BY THE BROKERS/SALESPEOPLE PRESENT AT AN OPEN HOUSE!!
You can go to any open house you want. If a broker/salesperson wants to ask you any questions about your personal situation ie. how much you are looking to spend, what kind of house you are looking for, etc. they first NEED to have you sign a disclosure agreement, which you can choose not to sign. (It's not a legally binding contract, rather just a piece of paper allowing the broker/salesperson to develop a relationship with you).
USUALLY brokers/salespeople bring them to an open house, but never make anyone sign them on their way in... With that, just remember, if they don't have you sign one/ or you choose not to sign it, and they ask you questions you could start by saying that you are just looking, and if they get persistent or annoying just tell them that you do not wish to speak to them without signing a disclosure agreement.
Most people don't have you sign a disclosure agreement because they feel it is a waste to have people sign in at an open house, it's a law enforced equally as much as doing 65 mph in a 55 mph zone, either way it's still the law.
Good Luck!

Re: open house...
They dept of State Requires Realtors to sign the disclosure so there is no mistake as to who the broker works for. Many buyers think that going to open houses on their own is going to get them a better deal by working w/the listing agent. This is so untrue! The agent is working for the seller not the buyer. Buyer's should be made aware that they have a Choice to use a Buyer Representative who works in their best interests and to hand that broker's cards to the agent hosting the open house and you don't have to constantly sign a disclosure that's it it's a done deal! There are also testers that go around to make sure agents are doing their job if NOT there is a huge fine.
No you do not have to sign the disclosure, however an affadavit must be signed stating that the agent explained and you chose not to sign. 9/10 people always sign the disclosure. You cannot take an offer on any house without this.
Eventually it is going to be required to bring your driver's license to open houses. Another reason for the sign in is b/c of all of the robberies that are taking place after open houses. People going to leaving windows open and coming back after the agent leaves. Terrible but that' s what is happening.
