Im going to sound like a REAL BITCH here..but iw ouldnt invite them..no way..keeping the peace..your FIL's should be the ones worried about keeping the peace..NOT YOU!! Its yoru wedding, tehy should be accomodating YOUR wishes..not you accomodating theirs. Thats just my opinion. Especially if they arent forkin over enough cash!!

We really put the foot down with both sets of parents. But our location is very size limited and we can not go over the ## on our initial list. Our policy to the parents was only friends of theirs that 'we knew' and would feel comfortable visiting with on our special day. No co-workers or other buddies of our parents. They were really good about this, as they should be since we are paying ourselves.
Is there anyway for you FI to very kindly explain to them that these 2 extra guests are not in you budget, final! If they want to pay then you 'might' consider adding them.
This is a hard one because you want to stay on good terms with the FIL's. Good luck
