is the mail a utility bill, usually they ask for a utility bill anywhere

Don't forget your 2 pics, 2 checks if you are paying by check. Also just a heads up they take your birth cert. and mail it back with your passport.

i didnt have to take a bill...just my birth certificate and license. plus the 2 pics and the payment.

2 pictures - FYI just take them with your own camers (headshot) and go to CVS or where you choose to print them - we went and had them done and were charged around $15 each ....had I only known it was a little square picture - (we went to CVS to have them done and the girl simply printed them at the little kiosk just like we do all of our pics)
If they do take your BC, make sure you have a copy of the original at home.

ok so we filled out all the paperwork and filed everything. the only thing is...i didn't realize they hold onto the original birth certificate and mail it back to you. I hope they send it back quickly because we will need that to get our marriage license.
ETA: i left before i read the responses about the BC lol

youll probably get it before the time you need it for your marriage license...but you dont need your birth certificate to get your license, i know most places in LI ask for it but in the other boroughs you dont need it. I went to queens and only used my drivers license and many other girls did the same
