Rudder? It is hard to be super rude and sarcastic at the same time....ummmmmm, how about...

Pick up and pretend like you can't hear them. Just keep saying hello? hello? and make crackling noises. When people do this to me from cell phones it drives me up the WALL!!

Or just asnwer in your nicest voice, 'hello?' and when they start talking pretned like you haven't a clue who they are. be like, 'excuse me, I think you have the wrong number.'

I don't know T, you have worn me out of rude sarcasm and it isn't even noon yet.

I think any of the choices I gave you will get your point across while being funny rude at the same time. If I were you I would just pick up and hang up over and over again. No, actually, I would say something sarcastic. I would be like, 'how bout you keep calling and see how long it takes till I actually speak to you. BYE (all hyper)'

Take Kim921s suggestion a step further...answer, pretend you can't hear them & then start talking about this person to someone in the room - you know, like you were already in the middle of a conversation when the phone rang and while you're waiting to 'hear' the caller you continue your converstaion about said caller - finish with, 'guess noone's there' & then hang up. They should get the point then.

So you & Ron are in the middle of talking about 'they'...and then the phone rings. You answer, 'hello?'. 'Hello??' Then while you're 'waiting' for the person to answer...you continue the conversation with Ron - 'Do you believe the audacity of 'they'? How rediculous is 'they'? HAHAHA. Silly 'they'.' Go back to the call, 'hello?? Oh well, nobody there.' Click.

Obviously I don't know details, so I don't know what the situation is...but nothing hurts more than someone blatantly talking about you - to your face no less - while acting like the person isn't there. That's about as blunt as it gets...without telling the person to F off.

Honestly T I would just a) not answer the phone and not return the calls or b) pick up and say calmly 'Hi, I would really appreciate it if you would not call my home anymore. There is nothing left for us to say. Good-bye' then I would hang-up. I would never scream because what if someone did call the police in fear that something was wrong?
Also, I would rather be the person who is not rude, but is rather direct with her instructions.
