I'm in the same exact boat - 280 people invited and about 75% not my family

FH and I already have been through this w FMIL. Anyone she invites that's not on the original list is her responsibility to pay for. We don't care if it causes drama. We're poor! LOL

Honestly you need to sit her down and tell her to cut the crap.

Just don't send invitations to those that she verbally told and weren't on the list. It's not her party and she's not paying for it. Let her explain to those people why they weren't invited.

I just don't think I'm that blunt....she's really nice but this just annoyed me, we're broke (they are NOT) and they are not paying for the wedding....she said she'll pay for them...whatever! I won't hold my breathe!
