crinoline. Some dresses actually have it already built in.

There is also something that can make a dress even poufier...it's called horse hair, and NO it's not really horse hair, it's just the name of the material that they can use to make the dress fuller (I had a huge crenoline, and this horse hair because my dress was so heavy.
