extra postage...

I'm sure that once the postage goes up your invited guests will understand and will put on the additional postage needed. I wouldn't stress about it...besides there are too many other things to stress about. Worse case sinerio, some of the responses won't get to you....so you call those people later.

Add the extra postage yourself

It is in your best interest to add the extra postage to your replies. Don`t leave it to your guests, it can become a headache for you. They may not realize they need to add the .03 or will mean to get penny stamps but forget...whatever the case, you want the replies back asap so make it easier for the replies to just be dropped in the mailbox. Also - put it in perspective. If you are sending 150 invites, that`s an extra $4.50. Hardly a costly difference.

not adding postage...

my rsvps are due back 6/14 and if they have not responded by 6/30 (possible increase) I will call..(I need a count by around the 30th anyway) I think add the postage if your RSVPs are closer to the 30th...

Elizabeth is absolutely right...

Do not leave the extra postage up to your guests. The cost difference is hardly worth sneezing over, so spring for the penny stamps ahead of time, and take care of it yourselves. Even if your RSVP date is before the rate change, you might consider adding the postage. We all know that most people do not respond by the RSVP date given on the card!
