Is your wedding on a Friday? Saturday? Is the reception immediately following? Is it at the same place?
Personally, I'd do 100 and call it a day. We did 75 programs and had 186 people at our reception. But the ceremony was at 5:00 PM on a Friday and not at the same location as the reception so we knew not everyone would be attending the ceremony.

It's a Saturday night wedding with reception and ceremony at the same location.

That's the same as my wedding. I am ordering just about as many programs as the amount of people who said they were coming. If I'm short a few that's fine, but I am assuming most people will be attending both the ceremony and the reception since they are at the same place and immediately follow each other.
