Putting Invites Together

I got my invites a week ago, and now I'm trying to figure out how everything goes together. It came with instructions, but I'm confused.
Here is a bad pic. of what they look like folded. The hearts overlap each other.
Now here's the question.... does everything go inside the invitation before it's folded (tissue paper on top of the writing inside then everything else), or does it go on top after it's folded? Thanx for you help!!!

the tissue usually goes inside with everything else on top of it so the printing inside does not get smudged or rubbed. The invitation is then placed in the inner envelope with the invit design facing the flap, then the invit in the envelope goes into the other envelope. Hope this helps.
