i've heard of a captain's fee which is on top of the Banquet Manager and not including the gratuity

The place where I am booking my shower told me about a $250 dollar managers fee... I am going to ask them about it again on Weds bc I usually jsut hear of tax and tip... but they didnt mention tip... only tax...
