Question about tipping - tree removal people

On Friday morning we got to our house and a big branch had fallen onto our lawn from Thurs. night's storm. Being that we just closed this week, I wasn't sure what to do , plus, I grew up in Queens LOL so all I know is that the sanitation dept will get it haha.

So luckliy, the town's tree removal people were driving down my street and i waved them down and the guy said no problem and came to get the branch. I was talking to my neighbor and the guy came up to me and i said Thanks, I just moved here so I wasn't sure what to do , etc. We chatted for a few minutes about the house etc., then I went inside. My FIL asked me if I tipped the guy, I said - No, was I supposed to? And he said Yes of course! I didn't know that! I swear! I felt so bad. I made my DH get in the car and try to track him down but he couldnt find him.

Am I supposed to tip these people? They work for the Township.
