Definitely not. Adults should be awake at 10:00am.
On the weekends I dont wake up until 10:30 or 11 because after getting up all week at 6:00 AM, I like to sleep in. Fh and I both sleep late on weekends. If someone was vaccuming in my apt building above me.... Im sorry- but I would be pissed. You can get other cleaning done... and by 11 people should def. be up... start the vaccuming. I remember when I lived in an apt with FH we would def. try to be good neighbors to be people below us. We even told them to tell us if we were making any late noises that bothered them. One day he said he couldnt sleep all night because of some humming that started at 11:30 pm..... turns out it was the fan lol Anyway- if they are up early... then go for it- if not..... then vaccum later if you can.
