repost-altering dress neckline

can anyone suggest a place where i can go to alter the neckline of my dress?

i brought it at davids bridal and no way i am going back there for alterations

it would like it to be altered to a sweetheart neckline, right now its just regular tube top like

also i prefer the city to long island thanks!
