i was going to make sure that vendors could count toward a head count if i need them to...and what is the general policy on refunds if something should happen?

From what i have heard:
# waiters/ staff
taxes/ svc charges
gratuities !!!
that you can take pictures anywhere (especially if the RH has multiple weddings)- read that here!
watch for hidden fees!

If I need to I can count my vendors towards my head count at full price. If I reach my min then my vendors are half off.

Both are questions that you need to ask your RH. In Suffolk its a county requirement that you can cancel your wedding up to six months before and receive all monies back with the exception of one hundred dollars. I believe the Royalton is in Manhattan--so that wouldn't apply. You will have to check.

Same goes for head count--some RH's will allow it--some won't.

Best to ask the business you're working with so you can get the best answer.

I don't think vendors for the Royalton count towards your head count because they do not charge for vendors... double check, but I'm 99% sure that's what the Royalton told me...
