How come I've never received my 'LIW Welcome Package' with a diamond card in it?

i got one pretty much as soon as i signed up for this site. it came with a bumper sticker and a diamond card where you can get discounts at some LIW vendors.

I got one a couple of weeks after signing up, which was in Jan.
It is really just a letter and a diamond card, which with most vendors you don't have to show it.
