How can I make these myself for the church? TIA

Sure you can. Go to a craft store or scrapbook store, but the paper, cut into shape, glue and fill with flowers. Easy Easy Easy.
I recomend using either double sided tape or a 'hermafix'. They'll know at the craft store/scrapbook store. I'd go to AC Moore first, they have a lot of vellum (transparent paper). I think that would look nice. If you use a vellum, make sure the glue/tape is okay for vellum or else it will show thru.
ETA: If this is not you thing, my sister just had little bags filled with the flowers that people threw.

Thank you. My thing is that the florist is delivering the rose petals to the church so i was just going to have a basket filled with the rose petals and have the cones stacked on each side for the guests to fill as they leave..will that be ok?

For my sister's wedding we just had someone with the basket fomr the florist and everyone took a handful. Worked just as well!

I was concerned that if they took with their hands that they would get soaky and not work as well.
