do you mean blocking off rooms for your guests?
if so you call the hotel you are interested in and tell them the date of your event and how many rooms for how many days. Usually for anything under 20 rooms you do not have to pay anything...they will give you a cut off day (typically three weeks before the wedding) if your guests haven't booked by then they are outta luck.
