Just curious which vendors include sales tax in their quotes. For example if a photographer states their packages start at 3500, do I need to add sales tax to that? Halls usually give their price and state plus tax and gratuity. What about limos, flowers, etc.

Usually anything that you get a product from. Services are not taxed.
However, NYS recently implemented a tax on limos, but the limo companies are all fighting it. I believe the tax is only on cars for less than 13 people though.

my photographer's sales tax is separately stated. it was not included in his package price.

it depends on the vendor, some of ours didn't charge us tax

my photo/video contract specifically includes taxes...with taxes, I'm at around 4K for both photo/video.
Also, some RH's did include the taxes in the quotes..usually 18-20% gratuity plus the standard 8.25% NY tax on top.
