Is it proper etiquette to give a formal invitation to the priest who is officiating the wedding? My mom had heard it was, but I have never heard of this before...

We are because he is coming from Brooklyn to do our wedding in a different church as a family friend. If we had used the priest that the church provided us, then no, we wouldn't have invited him.

We are, but he also is my FH cousin lol I don't know if you HAVE to invite the priest, but it would be a nice gesture and more times than not I would think the priest wouldn't come

I think etiquette is to invite the officiant! Im not positive, but I think so.
