For various reasons, my FI and I are thinking of having a shotgun wedding. We'd like to not do the courthouse thing and maybe have an officiant come to the house. When are you 'officially' married? At the ceremony or when the city receives your paperwork? TIA

I think from the time the officiant declares you married it is legal

You are officially married when you are 'declared by the State of NY' as husband and wife - then you sign your license and you're married!
