Siblings of your mate-

This really does not apply to me, but I was having a conversation with someone and it came up.

Is it customary to ask FH's sister to be in your bridal party and in turn he should ask your brother?

we are having his sister and his cousin, my brother and his wife (my SIL) works out pretty well b/c we can pair them all up and just need to figure out which friends will be paired together.

I think it is totally up to you and FH. I absolutely don't think you have to do it but if you feel close enough to his sister or him to your brother it may be a nice thing to do. Thankfully, FH has 4 brothers and I have 1 sister so no problems came up!
