Does anyone know if you can get married in a church with just 2 witnesses, like a city hall kind of thing? We are looking to get married legally now, and have a party next year. Also, if we get married at city hall, can we later decide to have a church ceremony when we want to have our reception? Both our families would love a church ceremony, but we are not sure how to go about it. TIA for any help

I don't see why they would have a problem with that. There shouldn't be any guest minimum.

Yes, you can have a civil ceremony and then a church ceremony later on. We are getting married at our hall and when my annulment from the Church comes through (hopefully next year) we will have a small Church ceremony.
