I am so sorry that you are going through this. That is awful for this girl to say. It sounds to me that this girl is jealous. And she is just saying negative stuff to make herself feel better. Dont let her get you down!!!

Girl your dress is AMAZING and looks AMAZING on you. Your friend is a total hater. I say cut her off. Sorry to be so blunt about it, but seriously she sounds toxic. You don't need the bad energy she's giving off. And she SHOULD be crying, she totally F'ed up and she knows it. Her apology and sadness is only because she got caught. Trust me-I've had to deal with a girl like that (my old roomate)-and I cut her out last year b/c I realized she just couldn't be happy for me and wanted to talk s$%t all the time. And she tried weaseling her way back after I got engaged and I stayed strong and stayed away.
