I'm not 100 percent sure, but I wonder if it has to do with the ink on the invites so that they don't run in excessive heat. Or maybe if someone needs a tissue to blow their nose? I'm not sure.

Yup - that's my understanding - to keep the ink from transferring.

I actually heard- don't remember from who- that the tissue was for preventing the ink transfer when they are sent from the factory. When you get them and send them to your guests, you don't need it anymore. I would use it anyway, but that was what I heard.

I read somewhere that the tissue paper is no longer important. But back in the day when invitations were printed it took a lot longer for the ink to dry and the tissue paper was put there to prevent smudging. Today it is still used merely as a tradition, a sense of elegance.

Like the others said its pretty much to prevent the ink from running.
