If the FIL'S do not pay, who typically does? Anyone in the situation where FILS are not paying?

FH is paying (which ultimately means we are paying) because both his parents are deceased.

If fmil werent paying ( I just found out she is) I had it in the budget to cover it.
So we would be paying for it.
