When you get your marriage license does that mean that you are technically legally married?

No, because it's not signed by your officiant and witnesses yet.

No, it just means that you are legally 'allowed' to get married. You are not married until your officiant signs off and you have 2 witnesses signatures (usually your MOH and BM)
